Well, I went and gave it a try and of course it didn't pass... I tried to run it without the cat and here's the numbers I got:
HC 2.4033 limit was 1.200
CO 29.2839 limit was 20.0000
NOx 3.6542 limit was 3.0000
Anyone have any ideas??
I was going to put the cat in, and use a bottle of guaranteed to pass. Other than that, is there anything I can or should do?

All you should really need is a Cat, I was really surprised mine passed the first time around, but it did. I was told that it only needs a Cat to pass.

Put the cat on AND lean it out some.
Not sure where the high readings come from (high rpm, throttle tip in, etc). If you fail they give you a chart.
If you have DSMLink I suggest you make sure fuel trims are good and follow Jesse's advice: -25 on all the sliders.

Won't it make me run too lean if I put all the sliders at -25?? Should I put them at -25 after a certain rpm? If I put them all at -25 it will throw off my fuel trims I would imagine.. But, I would be willing to give it a try..

You are trying to pass emissions. Obviously if you decide to challenge someone on the way there it could be a problem.
When they test your car they go to open loop. You want it lean so it will pass.
Sliders only affect open loop.
Make sure plugs and plug wire are good.

Did you try these ideas yet. Although putting the cat in will help, It's not your only solution. Proper tuning. I wouldn't go to lean. That will cause negative results, as well.
... After all our talk about putting in that cat for the first time... ;)
87oct if you can re tune for that and NO boost whatsoever will also help with that cat. New plugs are not needed. you change them to often anyway. Just reinspect them just before the test.

Allright, I got the cat in and did some more tuning. I'm going to get some low octane fuel and lean out the fuel sliders at about 2500 and up to about -25 (per suggestions from an earlier post). Wish me luck, I'm going to try again!!!

I PASSED!!!!!!!!!! I put in a can of denatured alcohol, installed the cat, leaned it out -15 from 3000rpm to redline, disconnected the wastegate arm, and new spark plugs. My numbers were almost zero across the board:
hc 0.8017/1.2000
co 7.2814/20.0000
nox 0.9723/3.0000
Compare these to my originals!!
