Hello, welcome to boards!

A high CO reading is due to unburned fuel. Please tell me your car, mods if any, and what gas you had in the car.

I'd gamble a guess as to maybe a non recirculated BOV, an inproper tune on an AFC of sorts, really old plugs, etc..these are just guesses.

Good on the gas, 85 is the best for emissions testing.

The blow off valve is in it's stock configuration? Doesn't go whoosh when you shift?
Has the cat been hollowed out? Possible boost leak somewhere?

If it were me, and all the above checked out ok. I'd pull the plugs and replace them. Then idle the car in pitch black with the hood open and make sure you're not jumping spark out of the spark plug wires. (look for little blue lights) Double check for boost leaks by doing a pressure test. If all this is ok, go to Checker and buy some "Emission Pass". (has a 3000gt on the bottle) Follow thier instructions, then when you go to test it, GET IT HOT. Do some full boost pulls to get the cat as hot as possible and test again.

Log the car. Make sure the O2 sensor is working and the fuel trims are within the acceptable range.
